The central government has taken a significant step in a crucial case in relation to the conspiracy behind terrorist attacks in Mumbai on 26 November 2008. Advocate Narendra Mann has been appointed by the government as a special public prosecutor to hear the case for the National Investigation Agency (NIA).

This is in connection to NIA's case number RC-04/2009/NIA/DLI against Pakistan-born Tahawwur Hussain Rana and David Coleman Headley. They have been charged with conspiring against the 26/11 attacks. This case will be heard by Narendra Mann now in NIA's special court in Delhi and in related courts of appeal.

This duty has been assigned to Narendra Mann for three years, and this duty would be deemed to be in effect from the date of issue of this appointment's notification. In case of an earlier conclusion of trial, his duty would cease.

Advocate Narendra Mann is a well-known lawyer. He has been selected in the 26/11 Mumbai terror attack case on the basis of his extensive legal experience and proficiency in criminal cases. With his appointment, it is expected that the prosecution will be presented more effectively in the case. The evidence presented against Tahawwur Rana can also expose the face of Pakistan.

After the US Supreme Court approved the extradition of Pakistani-Canadian citizen Tahawwur Hussain Rana to India, he is being brought to India. After bringing Rana to India, the National Investigation Agency (NIA) will take him into custody and interrogate him.

On the orders of the Government of India, on 11 November 2009, the NIA registered a case RC-04/2009/NIA/DLI in Delhi. The case was registered under Section 121A of the Indian Penal Code, Section 18 of the UAPA Act and Section 6(2) of the SAARC Convention (Prevention of Terrorism) Act. David Coleman Headley and Tahawwur Rana were made the main accused in this.

According to the NIA, Rana and Headley were arrested in the US. Both are accused of supporting the banned terrorist organization Lashkar-e-Taiba and plotting a terrorist attack in India. More than 174 people were killed in the Mumbai attack. The NIA had sent a formal request to the US for the extradition of both. A letter rogatory was also sent to Pakistan, which has not yet been answered.

The NIA had filed a chargesheet against all the nine accused in this case in Delhi's Patiala House Court on 24 December 2011. The accused have been charged under sections (120B, 121, 121A, 302, 468, 471) of the IPC and sections (16, 18, 20) of the UAPA Act.

Mumbai attack mastermind Tahawwur Rana is being brought to India and will be on Indian soil in a few hours. After landing at Delhi airport, all kinds of legal procedures will be initiated, under which justice can be provided to the people killed in the 26/11 attacks and their families.
