University Grants Commission Directs Universities to Follow Reservation Norms in Temporary Appointments
The UGC has directed higher educational institutions to adhere to reservation rules for temporary appointments of 45 days or more. This step was taken following complaints from SC, ST, and OBC organizations. The UGC has also requested details of temporary appointments for 2023-24 and 2024-25. The Ministry of Personnel already has guidelines requiring reservation for these appointments.
In the aftermath of the controversy over the parity rules, the issue of non-adherence to the norms of reservations in temporary appointments to teaching and non-teaching posts in higher educational institutions across the country has also gained prominence.
Nevertheless, in light of the complaints received, the University Grants Commission (UGC) has directed all higher educational institutions to adhere to the guidelines with regard to temporary appointments to vacant positions. All temporary appointments for a period of 45 days or more need to adhere to the norms of reservations.
It has also directed all the higher educational institutions in the country to furnish information regarding the temporary appointments made during the period of 2023-24 and 2024-25. It is thought that with the help of these data, the allegations of violation of the reservation policy in temporary appointments can be investigated.

According to senior UGC officials, these instructions to higher educational institutions have been issued after organizations associated with SC, ST, and OBC communities have been raising this issue through the internet media. Complaints have also been lodged with the SC, ST, and OBC Commissions and the Ministry of Education.
It is noteworthy that the Ministry of Education has already made its stance clear regarding filling vacant teaching positions in higher educational institutions. There will be no change in the way vacant positions for reserved categories are filled, but will be filled from within the same category.
Before the Modi government came to power in 2014, if after three advertisements to fill reserved category positions, a qualified candidate from that category was not found, the position was converted to the general category.
The Ministry of Personnel has already issued guidelines regarding adherence to reservation standards for temporary appointments to vacant positions in higher educational institutions. These guidelines stipulate that reservation standards must be followed for appointments lasting 45 days or more. The Ministry of Education, UGC, SC/ST Commission, and OBC Commission have also issued instructions for strict adherence to this policy.
