Many paramilitary forces under CAPF are experiencing a major crisis with regard to promotion in various categories. Cadre review and promotion cases are currently before the courts. Everyone in the CRPF and BSF, from constables to inspectors and cadre officers, especially assistant commandants, is concerned about promotion. The most recent case involves the CISF. Last week, the Delhi High Court issued an important decision regarding the promotion of Inspector (Executive) and Assistant Commandant (Executive) in the CISF. The High Court was told that the eligibility to become Assistant Commandant from Inspector in the CISF is 5 years, but it takes 19 years to be promoted. 

This decision has been given in the case of petitioner Diwakar Pandey and others in CISF. It has been said before the court that it is taking a long time to become an Assistant Commandant from Inspector. There has been a halt in promotion. One of the reasons given by the government for not promoting is that there are fewer vacancies for Assistant Commandants, so it takes 19 to 20 years to get promoted to Inspector. As per the rules, an Inspector becomes eligible for promotion in five years.

The lawyers of the government side said a cadre review is going on. This process will be completed in three weeks. The Delhi High Court has ordered that this process should be completed as per the rules of UPSC/DoPT. Office memorandums are issued from time to time by UPSC/DoPT in this regard. Such a long halt in promotions cannot be ignored. Through the respondent, CISF has been asked to find new ways for promotions in the executive cadre. Complete this work within four months.
