Stamp papers are not available for 4 days: People are upset due to the non-receipt of sales registers to vendors

With the beginning of the new financial year in Rajasthan, people have started getting worried about stamps. At various places including the High Court, District Collectorate, and Mini Secretariat, people are returning from stamp vendors without taking stamp paper. The reason behind this is not the shortage of stamp paper but the lateness of the Stamp and Registration Department. At the same time, the shortage of revenue tickets has also increased these days.
In fact, the department has not yet made available the stock maintenance and sale registers for this financial year to the stamp vendors. Stamp sellers can sell stamp paper to the general public only after making entries in these registers. Four days have passed since the new financial year 2023-24 started, but till now the department has not made available the registers. The stamp papers that people are getting now are available from the old stock only from a few selected vendors. At the same time, most people are running their businesses by purchasing e-stamps.
Advocate Vivek Sharma, President of The District Advocate Bar Association, said that till now the registers have not been made available by the government, due to which the stamp vendors are affected. Apart from this, there is a huge problem of one, two or 10 rupees ticket of revenue, due to which the judicial work is being affected.
Presently there are more than 20 thousand registered vendors selling stamp paper in Rajasthan. These vendors have to pay a license fee to the government every year for selling stamps. Only after this, the government provides them with two registers to maintain the record of stamp paper and its sale. In this, one register contains information about the name, and address of the seller, while the details of selling stamp paper are in the other.
Here the stamp vendors are now opposing the new application as well. The government has created a mobile app called Stamp Vendor, on which all the vendors have to upload the details of the stamps sold by them every day. The main objective behind this is to prevent malpractices in stamp endorsement. Actually, some stamp vendors leave blank spaces in the stock register available by the department and fill those blank spaces by selling stamps in backdates. Some vendors also delay submitting these registers to the government. After the introduction of the online stamp app, this type of disturbance can be stopped.
