Jaipur Municipal Corporation Greater and Heritage is finding it difficult to hold the budget meeting for the second consecutive time this time. Both corporations have 5 days left to call the general body meeting. Because the session of the Rajasthan Legislative Assembly is starting on January 23, it will be difficult to hold the meeting. Because permission has to be taken from the legislators for the meeting, which is difficult. If the meeting is not called till January 22, then there is a possibility that like last year, this time also both the Municipal Corporations will have to send their respective budget directly to the government through the Commissioner.
In Jaipur, even though mayors are present in both the municipal corporations this time and there is no dispute, looking at the present situation, it seems that both the mayors are not in the idea of calling a general meeting. According to Sheel Dhakai, chairman of the finance committee in the Greater Municipal Corporation, budget proposals have been sought from the councillors on behalf of the mayor for the budget. When the proposal comes, it will be placed in the Finance Committee and after discussion, it will be placed in the General Body. Dhakai told that she is considering calling the meeting of the Finance Committee only after Sankranti.
There is a provision in the Municipality Act that before calling a meeting of the general body in the local body, 7 days notice has to be given to the councillors and the members of the Vidhansabha and Lok Sabha coming into that local body area. Apart from this, permission had to be taken from all those MLAs and MPs. If the session of Vidhan Sabha and Lok Sabha is going on and the MLA or MP very rarely gives consent to hold the meeting of the board.
The Self-Government Department has issued orders to all the municipalities, city councils and municipal corporations of the state. In this, all the civic bodies have been asked to pass their respective budgets and send them to the government by February 15. Jaipur Municipal Corporation Greater and Heritage sent its budget directly to the government last year without keeping it in the general assembly.
Last year in 2021-22, the Municipal Corporation could not convene a general meeting due to the dispute over the post of Mayor in Greater. Till February 1, Sheel Dhabhai was on the chair as acting mayor, but on February 2, after the order of the Supreme Court, Saumya Gurjar took over the mayor's chair. For this reason, instead of keeping the budget proposal in the house, it was sent directly to the government through the commissioner. At that time, the budget of 889 crores was sent from Municipal Corporation Greater after the approval of the Finance Committee Chairman and Mayor. And in the last 9 months (from April 2022 to December 2022), the Greater Corporation earned a total income of Rs 117.35 crore.
Last year, the budget proposal for 2021-22 was sent directly to the government in Municipal Corporation Heritage. From here the commissioner prepared a budget of Rs 881 crore and sent it to the government. According to sources, according to the budget, the revenue collection in Heritage has been very bad. If sources are to be believed, the Heritage Corporation has earned a total revenue of only Rs 62.25 crore in the last 9 months.
