The Central Government will conduct a national Digital Life Certificate (DLC) campaign from November 1st to 30th for pensioners. It will be implemented in 2,000 districts and subdivision headquarters all over the country. This will be the fourth campaign launched by the Department of Pension and Pensioners' Welfare (DoPPW). The pensioners are asked to provide life certificates annually in November to receive their pensions.

This campaign would be implemented in collaboration with 19 pension paying banks, India Post Payments Bank (IPPB), Pensioners' Welfare Associations (PWAs), the Controller General of Defense Accounts (CGDA), the Department of Telecommunications (DoT), the Railways, the Unique Identification Authority of India (UIDAI), and the Ministry of Electronics and Information Technology (MeitY). The aim is to provide access to all pensioners in far-flung areas of the country.

The Personnel Ministry said in a statement that this year too, India Post Payments Bank will organize DLC camps in all districts through its vast network of 1.8 lakh postmen and Gramin Dak Sevaks (GDS). This will provide DLC services at the doorstep of all categories of pensioners, regardless of their bank. Pensioners can obtain more information about this facility at ippbonline.com. IPPB employees are equipped with mobile devices capable of performing DLC ​​based on fingerprint and face recognition.

The statement said that 19 pension disbursing banks will organize camps at various locations in 300 cities. These will include visits to the homes and hospitals of elderly, disabled, or sick pensioners. Fifty-seven registered pensioner welfare associations will assist in organizing pensioners and organizing camps in coordination with banks and IPPB. Banks and IPPB will jointly launch a comprehensive awareness campaign to inform pensioners about DLC submission options through SMS, WhatsApp, social media, banners, and local media coverage. DD, AIR, and PIB teams are fully prepared to promote the campaign through audio-visual and print media.

The fourth DLC campaign is the largest outreach initiative for pensioners to date. It aims to reach 20 million DLCs. It emphasizes face authentication technology, ensuring universal coverage and ease of living for pensioners across the country. Last year, during the third DLC campaign, a record 16.2 million DLCs were generated in 1,900 camps held in over 800 districts and cities, including over 5 million DLCs generated through face authentication technology. These achievements were made possible through the active participation of banks, IPPB, central ministries/departments, and PWAs.
