The CGCA, pension branch of the Department of Telecommunications (DoT), has started a month-long outreach to assist retired employees in obtaining digital life certificates. DLCs would facilitate online verification for retired employees, instead of them having to come to the office every year for verification.

Controller General of Communication Accounts Vandana Gupta stated that, "In November 2025, as part of the nationwide Digital Life Certificate Campaign 4.0, officers from the CGCA office, through the Controller of Communication Accounts (CCA), will organize 320 dedicated camps in 171 cities. This represents an increase in the number of camps compared to last year." 42% more. We are ensuring that every pensioner receives comprehensive support and achieves the target of 100% submission of digital life certificates.

The campaign is a joint effort by the Department of Pensions and Pensioners. It has the backing of the Controller General of Communication Accounts, Controller General of Defence Accounts, 19 pension disbursing banks, India Post Payments Bank, Pensioners Welfare Associations, the Unique Identification Authority of India, and the Ministry of Electronics and IT.
