Rape accused Senior IAS Jitendra Narayan suspended

Senior IAS officer Jitendra Narayan was suspended by the Central Government on Monday. Narayan has been accused of raping a 21-year-old girl from Andaman and Nicobar Islands on the pretext of a job. Narayan of the 1990 batch was the former Chief Secretary in Andaman and Nicobar till 3 months before the incident. Presently he was the Chairman and MD of Delhi Financial Corporation.
Apart from this, another accused RL Rishi was posted as a labour officer in Andaman and Nicobar Islands.
According to the DGP of Andaman and Nicobar Islands, the girl lodged the complaint on August 22. In which the former chief secretary and labour commissioner have been accused of gang-raping on the pretext of getting a job. On 1 October, an FIR was registered against the two officers at the Aberdeen Police Station in Port Blair.
The DGP has constituted SIT to investigate the matter. Police protection has also been given to the girl. In the complaint, the woman has told about the misbehaviour with her. In which she narrates her ordeal about the two violent sexual assaults at Narayan's official residence in Port Blair on the intervening night of April and May.
According to media reports, the confession of the woman under Section 164 CrPC has been recorded by the SIT as well as the Chief Metropolitan Magistrate in Port Blair, where she has filed the second complaint. A relative of the woman said that they would appeal to re-record the statement of Section 164 through video-conferencing as a precautionary measure.
Jitendra Narayan has reportedly claimed in his written rebuttal that the allegations were made at the behest of the local authorities, against whom he had acted when he was the Chief Secretary. However, according to the girl, she was introduced to the labour officer through a hotel owner in search of a job and then he took her to the chief secretary's official residence.
