FinMin: Govt Cuts FY26 Borrowing Estimate by ₹10,000 Crore to ₹14.72 Lakh Crore

The government will borrow ₹6.77 lakh crore during the second half of the ongoing financial year. This will bring down overall borrowing for the ongoing financial year by ₹10,000 crore, the Finance Ministry stated.
In the 2025-26 budget, the government had scheduled gross borrowing of ₹14.82 lakh crore. However, April-September borrowing was curtailed by ₹5,000 crore, and second-half (October-March) estimates have also been cut by the same amount. Total borrowing in the current financial year is therefore estimated at ₹14.72 lakh crore.
A statement from the Finance Ministry said, "The Government of India plans to borrow ₹6.77 lakh crore through dated securities in the second half of FY 2025-26 (H2FY 2025-26), including ₹10,000 crore through the issuance of Sovereign Green Bonds (SGRBs)." In the first half, the government had planned to borrow ₹8 lakh crore, of which it borrowed ₹7.95 lakh crore.

The gross market borrowing of ₹6.77 lakh crore will be accomplished through 22 weekly auctions until March 6, 2026. Economic Affairs Secretary Anuradha Thakur said the total gross borrowing for this year now stands at ₹14.72 lakh crore. This is slightly lower than the initial estimate.
"The government is committed to meeting the fiscal deficit target," Thakur said. The government aims to bring down the fiscal deficit (the difference between expenditure and revenue) to 4.4 per cent of GDP in FY2026, from 4.8 per cent in FY2025.
