Discussion on many matters including two-tier system for Test cricket is possible in ICC's Annual General Meeting
Many important topics like two-tier system for Test cricket (two-tier Test system) and increasing the number of teams in the T20 World Cup to 24 will be discussed in the AGM.

The ICC's Annual General Meeting is starting on Thursday (17 July 2025) in Singapore, in which the future of Test cricket and the expansion of the T20 World Cup are likely to be discussed. This is the ICC's first Annual General Meeting (AGM) under the leadership of new President Jay Shah and CEO Sanjog Gupta. One of the key issues of the AGM will be the debate on the two-tier system of Test cricket (two-tier Test system), over which there has been divided opinion in cricket circles.
The venue of the World Test Championship (WTC) final can also be discussed. Thus far three WTC finals have been contested in England. Other than this, having 24 teams in the T20 World Cup to be organized after 2026 can also be thought of. Up to now, there have only been 20 teams involved. This expansion of the teams in the T20 World Cup is under consideration to further enhance the number of teams because cricket is set to be back in the 2028 Olympics in Los Angeles, and there is a huge presence of nations such as Italy in this game.
Italy has qualified for the 2026 edition of the tournament to be played in India and Sri Lanka. Apart from this, the working committee, headed by Deputy Director Imran Khwaja, can also give its opinion on the financial audit of the USA leg of the 2024 T20 World Cup. The pop-up Nassau County International Stadium, which hosted eight matches, including the big match between India and Pakistan, faced criticism for drop-in pitches and taking more money than the normal allocation.
